Definition: Catalysis of the endonucleolytic cleavage of DNA to give random double-stranded fragments with terminal 5' or 3' protrusions, driven by ATP hydrolysis. Cleavage is dependent on the presence in the DNA of a specific recognition site. Cleavage may occur hundreds or thousands of base pairs away from the recognition site due to translocation of DNA.
